Security level

The Security Level is one component of the ISPS code.

These security levels are established for the terminals by the relevant national government and for seagoing vessels by the Flag State or the Port State. In the event of increased risk or imminent threat, the security level will be raised, and ships and terminals will be required to implement additional security measures.

Security levels

  • Security level 1: Minimum appropriate protective security measures shall be maintained at all times.

  • Security level 2: The measures taken for level 1 will be supplemented for a specific period of time with additional appropriate protective measures as a result of heightened risk of a security incident.

  • Security level 3: Further specific protective security measures shall be maintained for a limited period of time when a security incident is probable or imminent.
